- Mobile sidebar: closed by CSS default on phones, no longer driven by window load/resize
On <=768px #sidebar is display:none until #container has .sidebar-open; the hamburger
toggles .sidebar-closed and .sidebar-open together so one tap flips the state at any width.
The old code only added .sidebar-closed on window load, so on a phone the menu was open
until load fired and the first address-bar resize (or load itself) closed whatever the user
had opened. Resize now only resets the state when the window actually crosses 768px.
Drops the overscroll-behavior rule from r37975 (reload was not the symptom).
12dashboard34.vm: version the style-responsive.css link like the other templates.
